After establishing an OPEB Trust Fund, school districts and other public sector organizations may seek additional strategies from an unbiased organization to reduce OPEB obligations in:
- Health insurance/health care benefits
- Life insurance
- Prescription drug coverage or prescription drug benefits
With partner Key Benefit Concepts, the Wisconsin OPEB Trust can assist in benefits design, negotiation and implementation. Key Benefit Concepts utilizes a 3-step process to identify, modify and/or fund OPEB obligations.
Step 1: Discuss options to reduce the liability
A district or municipal team is established to brainstorm the feasibility of options that could assist in reducing OPEB obligations, evaluating the cost of each potential change.
Step 2: Assist in education and negotiation
Before making any change, the Wisconsin OPEB Trust can work with your governing board or council to educate employees and board members, negotiate changes, timing and process and draft language for bargaining agreements.
Step 3: Update and review estimates
Changes to other post employment benefits are provided to Wisconsin OPEB Trust partners. Benefits consultants are also available to monitor trust arrangement and investment returns for the purpose of updating subsequent studies.
